Developing application and implementation capacity for EU funded projects at the county, municipality or commune level.

The training course was intended to improve the capacity of local authorities to absorb the available EU Structural Funds and to clarify the prerogatives and responsibilities of local officials in this area.
The contracting authorities were the United Nations Development Programme through the National Centre for Sustainable Development and the Ministry of European Integration. The trainers were experts provided by  Structural Consulting Group™.

Areas of competence covered by the training:

- Developing the capacity to implement structural funds;
- Developing the capacity to write financial proposals and improving the ability to participate in public tenders with a good chance to win;
- Practical exercises to test the acquired knowledge and abilities.

Purpose of the training:

- To gain knowledge regarding the administration of the EU Structural and Cohesion Funds in Romania;
- To learn the specific procedures applying to EU Structural and Cohesion Funds;
- To develop the necessary abilities to write the required financial applications;
- To get familiar with the existing best practice in other UE member states regarding the projects run by local authorities;
- To improve the ability of the local authorities to manage the structural instruments;
- To provide opportunities for local officials to learn from other public servants and to interact professionally.
Every module used specific teaching methods and techniques: theory, case studies, applied exercises, role games, group techniques, joint evaluation, etc.
