18 Small Grant Projects in the LA21 pilot cities
The micro pilot demonstrative projects were the final task of the UNDP/CIDA/DFID Local Agenda 21 Project (United Nations Development Programme - Canadian International Development Agency - The Department for International Development of the UK). Such micro pilot projects were carried out in the pilot cities and were co-funded by CIDA (Iasi, Oradea, Ramnicu Valcea) and DFID (Baia Mare, Ploiesti, and Targu Mures).
In order to facilitate the dissemination of the best practice of public involvement and stakeholder participation in the implementation of LA21 strategies in the designated cities, the funding for Pilot Micro Projects was provided to NGOs or coalitions of NGOs with other stakeholders.
The process started with a call for proposals in the six above-mentioned pilot cities The proposals were submitted to a first evaluation that was performed by the Local Steering Committee and the LA 21 local offices. After this evaluation, a short list of proposals was submitted for final assessment to the representatives of CIDA/IISD, DFID/Atkins and NCSD, which formulated their comments and suggestions for improvement. For this purpose meetings with the representatives of the applicant NGOs were organized in each city in order to clarify all remaining aspects.
By the end of 2003, all micro pilot projects were finalized.
The objectives of the implementation of the micro-projects framework were:
- Promotion of effective implementation of the LA21 process in the pilot cities;
- Ensuring the effective involvement of the public in the LA21 process;
- Supporting the creation of communication and cooperation mechanisms between the local public authorities, the private sector and the NGOs;
- Creation of opportunities and increasing the role of women and various minorities in the local economy;
- Attracting additional public or private funds for the financing of the agreed projects;
- Disseminating the results and improving the information exchange between the partners.
The purpose of the micro-projects component of LA21 was accomplished by concentrating on the implementation of strategic documents in accordance with the requirements of the Local Action Plan, and by producing an impact on the decision making process at the local level. Such projects also provided an opportunity to develop effective public participation mechanisms. In addition, good practice regarding project management and accountability was disseminated at community level, thus supporting the accomplishment of the concrete objectives of the LA 21 process.
On the whole, including the demonstrative micro-projects in the LA 21 project proved to be an effective way of promoting public-private partnerships and improving the participation of the local community in the LA 21 process.
