Strenghtening citizens' capacity

Implementation period: April 2002 - March 2003

NCSD developed a project sustained by the World Bank – "Strengthening citizens' capacity to influence and contribute to the development of the community" with special reference to the educational system in Giurgiu.

The goal of the project was to establish a partnership between the Civil Society and Local Authorities which would lead to the creation of a program to introduce the concept of Sustainable Development in the educational process, as well as restore the educational infrastructure in Giurgiu.

The project has been materialized through the following:

Establishment of three Working Groups (public participation, informal education and project elaboration) formed from the representatives of City Hall, Teachers Association, Parents Association, Inspectorate for Education, Media etc. The tasks of the WGs were to analyze the educational process in Giurgiu and propose measures to improve it (a brochure was realized and distributed to all the schools), to elaborate a brochure with basic needs and rules about the fund rising and how to write a project proposal in order to be distributed to all interested institutions and to periodically informs the community about the achievements and the steps to be done.

In order to spread the good examples, an exchange of experience has been organized with School No. 4 "Elena Donici" from Pucioasa (a national reference school for the modernization of the educational process). A group of teachers and members of the Inspectorate for Education, City Hall and media from Giurgiu visited the school and assisted to the courses.

Main topics of discussion: - Development of the reform process in accordance with the actual legislation; - Introduction of new innovative methods in teaching and educating; - Reorganize work relations in order to increase teaching performances including the introduction of mutually challenging system between the teachers; - Opening the school to the national and international educational environment, and adoption of the creative teaching methods; - How to solve the financial aspects of the school through projects and programs; - Promoting new relations with the Local Community, including civic implication of the teachers and pupils in solving the problems of the community; - Promoting a new working style based on cooperation and teamwork.
