Management structure

- Local Steering Committee, has the role to increase democracy and to maintain the transparency of the process. The representatives of the local authorities, the NGO-s, the Inspectorate for Environmental Protection, the Regional Development Agency and mass media representativea are members of this structure.

- Local Office of the LA21, assures the permenent connection between NCSD, the Local Steering Committee, civil society, medias, etc. and assures the development of the LA21 process, in accordance with the agreed programme.

- Working Groups (Social, Economy and Environment) are composed of local experts who ellaborate the drafts of the strategy and the local action plan. Beside these domains, depending on every county/town/commune needs, working groups on town planning, culture, tourism, etc. will be established.

Local Plan for Socio-Economic Sustainable Development

This is the main tool in planning the transition of the socio economic systems to a new model of sustainable socio-economic development.

Structure

1. The Strategy – contains an analysis of the actual status of the county/town/commune, seen from the angle of the three fundamental domains of the sustainable development: society, economy, environment. This analysis hilights both positive and negative aspects, and constitute the basis for defining the medium and long term objectives and predictions.

2. Local Action Plan, on short and medium term, represents the materialization of the objectives and predictions through establishing the priorities and the steps to be followed, the financial evaluation, the identification of financial resources and finding the ways to acces them.

3. Portfolio of priority projects includes the major projects, agreed by the community to be essential fot its sustainable development.

The ellaboration of the documents suppose two stages: draft phase ( a board process of public consulting) and final phase (the suggestions and comments of the local acommunity are included).The final document becomes official only after the public authoriry approves it in council meeting.
